Cold Springs pipeline rehabilitation

Spanish Fork is rehabilitating one of the two pipelines that carry spring water down Cold Springs canyon, and Phase 2 includes a crossing under a railroad. The pipeline was out of service during the work. On Oct. 6 the council voted 5-0 to approve a $519,902.28 change order, a mid-project addition to the contractor's agreement. About $144,000 pays to fill an abandoned pipe section under the tracks with flowable concrete and add a drain valve, as the railroad requires. The other roughly $376,000 is an estimate of extra railroad flagging and observation by RailPros, on top of about $300,000 the original bid already carried for that work. Public Works Director Cory Pierce called the figure conservative and said it could come in lower. The contractor was working five 12-hour days a week to shorten the railroad observation period, and on Oct. 6 it expected the remaining work to take about ten days. That was a dated estimate, so no completion record is in the posted minutes. Costs come from the Water Fund; the project also uses a $2 million state grant.
