Mitchell Hollow Trail

Highland is building the Mitchell Hollow Trail with Vancon as contractor, using about $2.53 million in Mountainland Association of Governments money plus a city match of about $171,000. On Oct. 6 the council voted 5-0 to approve a change order of up to $148,083.65, which staff negotiated down from the $160,129.20 first put on the agenda. The city's summary says the change order covers extra fill in place of a retaining wall at one trail-side property and traffic-calming chicanes at another. A change-order ceiling is not a payment, and the council's vote does not mean the trail is finished.
