Blue Sign annexation

A petition from Blue Sign Team, LLC and Cilander, LLC asks Heber City to annex 4.256 acres of adjoining land at about 2600 North Highway 40. The council accepted the petition on July 15, 2025, and the city recorder gave notice a week later that it had been certified as valid. When the council first discussed it with the planning manager on Aug. 18, 2026, the Planning Commission had recommended the project be entirely residential, while staff and the developer still hoped to include some commercial space. The planning manager also noted that annexing the land would turn an existing unincorporated peninsula into an island, which would require an amendment to the city's memorandum of understanding with Wasatch County. The council gave feedback, and the project's representatives agreed to come back; the item returned Oct. 6 as a general-business discussion. No acreage-level zoning, density or vote is in the records, and the Oct. 6 recorder's notice of adopted ordinances does not cover it.
