Exchange development agreement, 14068 South 145 East
Draper approved a development agreement for the last empty lot, about 2.15 acres, in the Exchange office park at 14068 South 145 East. The council adopted Ordinance 1738 on Sept. 15, 2026, 4-0 with one member excused. The deal lets the building reach 60 feet where code caps it at 45, allows tilt-up concrete, stucco-style and metal panel materials, drops landscape islands between parking rows, and lets parking run to a 25% range against a normal 10%. Representatives said Rincon Research, a defense research firm, plans to occupy the building. The agreement is not a building permit: the site plan and permit review, and any move-in, come later.

Ordinance 1738: Exchange development agreement, 14068 South 145 East
Approved · 4-0
Community Development Director Jennifer Jastremsky said the 2.15-acre parcel is the last vacant lot in the development. The agreement allows a building height of 60 feet (code maximum 45 feet), tilt-up concrete, EIFS and metal panel materials, façade articulation matching existing buildings, no landscaped islands between head-to-head parking rows, a 25% parking range (code 10%) and concurrent site plan and building permit review. The Planning Commission recommended approval 5-0. Representatives of Woodbury Corporation and Rincon Research said Rincon, a defense research company, would occupy the building, had received a state tax incentive for its expansion and planned to employ more than 125 engineers and scientists in Draper; those are the company's statements. Council Member Fred Lowry objected to parking-lot tree diamonds. No one spoke at the public hearing.
