Chapel Row
A developer has proposed 20 detached homes on lots of about 14,000 to more than 27,000 square feet on 15.72 acres at 3515 West 13800 South, plus a 6.2-acre parcel kept in agriculture with a seasonal produce stand and detention ponds. The land is zoned R1 (one-acre minimum lots) and the general plan expects very low density, but the developer is asking for a development agreement instead of a zoning change, which state law lets the council do. Staff told the council on Sept. 23 that the agreement would run 20 years, that the special terms mostly protect the farm parcel, and that the developer would pay for road frontage improvements. Council members split on the lot sizes. It was a work session for direction only: no draft agreement had gone to the Planning Commission, and Chapel Row was not on the Oct. 14 agenda.

Work session on lot sizes and setbacks. Staff said the stand's location was undecided and it looked likely to be temporary, and that the agreement could keep the farm parcel in agriculture for longer than 20 years, even permanently. Source

Chapel Row development agreement (work session)
Discussed
Developer Bret Lovell proposed 20 detached single-family lots on 15.72 acres zoned R1, with a 6.2-acre agricultural parcel, a seasonal farm stand and detention ponds; no zoning or general plan change is requested. Council views were mixed: Lord opposed the density, Austin worried about precedent on lot sizes, and Aston, Smith and Wilding supported further review.
