Agenda, item by item

  1. Item 6A · Zoning

RCB Design rezone at 181 and 215 West 2675 North (Ordinance 26-28)

    Pending · 181 West and 215 West 2675 North

The applicant asks to rezone about 1.57 acres at 181 and 215 West 2675 North from CP-2 (Planned Community Commercial) to M-1 (Light Manufacturing/Industrial) so a business can do light production and assembly of trade-show displays indoors in existing flex buildings, with no outdoor storage. The Planning Commission voted unanimously on Sept. 22, 2026 to recommend approval, and staff supports it. The city engineer's memo puts the two parcels at about 1.566 acres, so the 1.57 figure is rounded. Only a recommendation is shown; the council's Oct. 15 vote is not in the packet.

    • Current zone → proposed: CP-2 → M-1

  2. Item 5A · Parks

Amendment to RAMP funding agreement (Resolution 26-45)

    Pending

Staff recommended amending a Recreation, Arts, Museum, and Parks funding agreement. In the template, the agreement period runs July 1, 2026, to Jan. 1, 2028, and the final completion-report deadline moves from Sept. 30, 2027, to Feb. 28, 2028. The recipient and dollar amount were not stated. The amendment applies to a RAMP (recreation, arts, museum and parks) funding agreement template; the packet notes voters renewed the tax in November 2025, and the template's recipient and dollar fields are placeholders, so no new grant award or executed contract is shown.

  3. Item 5B · Contract

Land purchase agreement on East 1700 North (Resolution 26-44)

Pending · East 1700 North, Layton

The council was asked to approve Resolution 26-44, a land purchase agreement with Coltan Eastman for 4.511 acres (parcel 10-002-0009), at a negotiated $347,160, to expand the Eastridge Nature Park open space with trailhead access and connections to the Kays Creek and Mid Fork trails. The staff report cites an appraisal of $315,600 and a county assessment of $423,501, and says unstable soils keep the land from residential development. The seller asked that a future trailhead be named the CJ Eastman, Jr. Trailhead; that is a request, not an approval. The staff report uses 1337 East 1700 North while the appraisal uses 1450 East Tartan Way, so the address needs reconciling. The packet shows a proposed purchase, not a closing or the council's vote.
