Pioneer Park stormwater detention basin
To reduce recurring flood damage, Price is using the federal Emergency Watershed Protection (EWP) program to put a sedimentation basin and a set of check dams, small structures that slow runoff, in Pioneer Park, with the aim of storing more stormwater and releasing it in a controlled way. Staff cost sheets in the Oct. 28 council packet price the check dams and inlet at about $84,000 and the basin at about $395,500 under the program's 75% federal and 25% city split, plus roughly $111,800 for storm pipe the program does not cover, which Price would pay in full. Together those come to the $591,516.40 project total. The council is asked to ratify a request to the Natural Resources Conservation Service for $371,666.75 in additional federal EWP money and a four-month extension, to Nov. 5, 2027, to finish the added work. The packet counts $219,849.65 as Price's own portion, the city match plus the ineligible piping. That amount and the federal request add up to the project total. The request is not an approval: the packet does not show NRCS agreeing to the money or the extension. Public works staff also reported that the park's deteriorating stone wall and about 33 declining trees will start coming out Oct. 26, and that the basin was being proposed as a flood-damage reduction measure.
