Agenda, item by item

  1. Item Work meeting 1 · Other

Millcreek Common Phase II tour (rescheduled)

    Discussed

The council's planned tour of Millcreek Common Phase II was rescheduled to Oct. 26 because of weather, according to the draft minutes. The tour did not take place on Oct. 12, and the draft minutes do not report any opening or completion.

  2. Item 2.1 · Subdivision

Vacating the Parkview B Medical Office Condominium plat (Ordinance 26-69)

    Approved · Near 1151 East 3900 South

The council adopted Ordinance 26-69 on Oct. 12, vacating the Parkview B Medical Office Condominium plat at about 1151 East 3900 South. The city's adoption summary does not give a vote total. A plat vacation removes the recorded plat; it is not by itself approval of new construction. The draft minutes, which the council is to approve on Oct. 26, record the motion by Council Member Catten, a second by Council Member Handy and five yes votes. They describe St. Mark's Hospital as having acquired every unit, dissolved the condominium association and demolished the building, with the vacation meant to let it merge the land with an adjacent parcel for future phases of hospital expansion as its master plan develops.

  3. Item 3.1 · Budget

Public hearing: 2026-27 budget amendment for department and deputy director pay scale

    Discussed

The council opened and closed a public hearing, required by state law because the changes include executive-level pay, with no public comments. The city manager said the earlier month's compensation adjustments were meant to align pay with market rates and were structured to be budget-neutral, a staff statement the draft minutes do not independently check. The hearing was a separate step from the ordinance vote on item 3.2.

  4. Item 3.2 · Budget

Compensation increases for certain statutory officers (Ordinance 26-70)

    Approved

The council adopted Ordinance 26-70 on Oct. 12, approving compensation increases for certain department directors. The city's adoption summary gives no pay amounts or vote total. The draft minutes show a motion by Council Member Handy, a second by Council Member Catten and five yes votes, after Council Member Uipi asked for more itemized detail on executive pay changes in future budget amendments.
