Item 5 · Other
Public art plan (staff presentation)
Pending
Staff presented a proposed Public Art Plan, according to the packet's slides. It proposes five goals: governance, site-specific art, art in everyday infrastructure, identity and wayfinding, and opportunities for artists. Governance would include a subcommittee for projects over $50,000 and city-manager oversight of small early projects. A five-year path moves from policies and program structure to one or two small or temporary pilots, two or three infrastructure projects, larger permanent work and a final evaluation. The slides tie the plan to the 2025 General Plan. No sites, artists, contracts or appropriations are approved, and the artwork shown is illustrative, not Holladay installations.

CDBG home repair program update (discussion only)
Pending
Staff's report on the federally funded Community Development Block Grant home repair program, an information item with no action. Holladay received 70 applications for the 2025-26 round: eight were awarded, 14 were found ineligible and 48 were not evaluated for eligibility. As of mid-October two awarded projects were complete and ready for payment and six others were between 50 and 95 percent complete. The county extended the program year to Dec. 31, 2026, and staff expects to spend the earmarked money by then. Loans of up to $25,000 are forgiven after five years if the home is not sold or transferred, and NeighborWorks Salt Lake administers the program. For 2026-27 the city was awarded $100,000, with contracts still awaited from HUD and the county, an anticipated November start and a planned $25,000 loan or grant for three homeowners. Awards, completion and payment are separate stages, and no application is open yet.
