Farmington tables UDOT land contracts and approves two property agreements

October 6, 2026, 7:07 p.m. · City Hall, 160 South Main, Farmington

Selected Oct. 6 regular-session actions, each 5-0: the council tabled contracts for parcels 2885 and 2885B, which UDOT sought for the I-15 widening; approved the second amendment to the Farmington Meadows conservation easement; and approved the summary action list, which included a public-improvement deferral agreement for a 200 East lot. The tabled contracts returned to the Oct. 20 agenda; that outcome is not recorded here. These come from the recorder-signed minutes posted Oct. 21; a council approval date for the minutes was not established. Other actions are not covered.

From the draft minutes. Updated October 23, 2026.

Agenda, item by item

  1. Contract

Contracts to sell Parcels 2885 and 2885B to UDOT for I-15 widening

    Tabled · 5-0 · 1384 S Frontage Rd, Farmington

The council voted 5-0 to table approval of the contracts for both parcels. The city manager said he wanted to table the item to the Oct. 20 meeting because items remained to be worked out; the contracts returned on the Oct. 20 agenda, whose outcome is not recorded here. Proposal as presented in the packet: City Manager Brigham Mellor recommended approving the last two sale and mitigation contracts. Parcel 2885 is priced at $1,734,300 with a $1,500 timeliness incentive; UDOT's estimated cost to cure for the skate park, field, parking, lighting and landscaping is $1,527,873. A UDOT surplus parcel, the West End Public Works Yard, valued at $415,000 is credited against the price. Parcel 2885B covers easements, listed at $16,400 in the memo and $19,400 in the contract. The materials contain figures that do not reconcile, including the net due to the city.

Public hearing: second amendment to Farmington Meadows conservation easement

    Approved · 5-0 · Approximately 2150 W 450 N

After a public hearing at which no one spoke, the council voted 5-0 to approve the second amendment to the Farmington Meadows conservation easement, with the finding that the amendment is consistent with the easement's existing terms but clarifies the owner's ability to build a structure supporting the existing approved uses. Staff described the structure as a hay barn for the owner's cattle. After the vote, council members agreed staff should work to clear up access across the city-owned 15-foot trail strip; no access easement was approved and the city did not agree to dispose of trail land. Proposal as presented in the packet: Christensen Land Company asked to amend the easement on just over 7 acres to allow barns, paddocks and agricultural buildings, but no dwellings, in areas shown on an exhibit. The owner runs cattle and wants a hay barn. Staff recommended approval and asked the council whether to seek access easements across a city-owned trail strip.

Deferral of public improvements on a 200 East lot

    Approved · 5-0 · 200 East, Farmington

The council approved the agreement deferring public improvements on a 200 East lot as part of the summary action list, 5-0; this was a vote on the list, not a separate vote on the agreement. The minutes say the agreement accounts for the owner's need to contribute to right-of-way improvements while the improvements cannot be completed now, and that staff preferred to wait until a larger project completes curb and gutter on neighboring properties. A councilmember noted a wording discrepancy in paragraph 3 of the agreement before the vote. Proposal as presented in the packet: A homeowner asked to defer curb, gutter, sidewalk and asphalt on a 0.404-acre lot that a new home permit triggered. Staff recommended deferring until neighboring properties build their frontage work, with the owner paying a cash amount set by a contractor quote when the work is required.
