Detached accessory dwelling unit standards
Approved · 3-2
The ordinance enacts Chapter 12.58 and amends Section 12.36.020 (residential use table), with eleven changes to the staff draft. The council chose a minimum lot size of 8,500 square feet, below the state's 11,000 square feet; Bangerter and Plummer preferred 6,000. It set a 16-foot maximum height measured by the city's existing method, below the 20 feet the Planning Commission recommended. Mecham objected to the 16-foot height allowance; Bangerter said the public deserved more thorough Planning Commission and council review.
- Minimum lot size: 8,500 sq ft
- Maximum height: 16 feet, existing measurement method
Item Resolution 2026-28 · Roads and utilities
1250 West sidewalk: interlocal agreement with Davis County
Approved with conditions · 5-0
The resolution authorizes an interlocal reimbursement agreement with Davis County and the mayor's signature, on the condition that the term in Section 6 be filled in before final signature. The project is a concrete trail along the west side of 1250 West from Parrish Lane to the freeway overpass; the adjacent Legacy development is responsible for its own frontage. Public Works Director Mike Carlson said a TIP grant covers 60 percent with a 40 percent city match, and that $1 million from Davis County sales tax funding would reduce the city's share to about $79,000 of a $1.499 million project. Those figures are staff statements and are not reconciled with an executed agreement.
- Condition: Section 6 term to be filled in before final signature
- Funding as described by staff: TIP grant, Davis County $1 million, about $79,000 city share

General public-comment rules
Approved · 5-0
The ordinance adds Section 2.01.125 to the city code on open sessions. A speaker gets three minutes, or up to five when representing a specified group, one turn per speaker, with a 60-minute limit for the whole open session. An open session must be listed on the agenda and is not required at every meeting. Written comments may go to the city recorder. General comment is separate from agenda items with their own public hearing and from pending land-use applications. Speakers may not be removed merely because officials disagree with their viewpoint. The signed ordinance enacts Section 2.01.125; the minutes' heading uses 02.01.125 but the recorded motion cites 2.02.125, so guidance should follow the signed ordinance's number.
- The minutes' heading cites Section 02.01.125 while the recorded motion says 2.02.125; the signed ordinance enacts Section 2.01.125
