Financial advising and southern Utah roots

Rex P. Shipp's House biography describes a retired financial adviser whose work involved life and health insurance and investments. His education includes an industrial-technology degree at Southern Utah University and CLU and ChFC professional qualifications through the American College. The biography also records attendance at Dixie College before later study in Cedar City, linking his education and working life with southern Utah. [1]

Representing Iron County

Shipp began House service in January 2019 and represents District 71 in Iron County. His current standing assignments include Natural Resources, Agriculture, and Environment and Public Utilities and Energy. The portfolio brings agricultural production, resource management and utility policy into his work, alongside representation of an Iron County constituency that includes agricultural, residential and commercial interests. [1]

Egg producers and food regulation

Shipp sponsored 2026 HB432, Egg Amendments. The introduced text proposed licensing requirements for shell-egg distribution, restrictions on out-of-state sales by small producers, registration for large producers and clarification of agriculture-department inspection and rulemaking authority. It supplies a concrete example of his work on agricultural regulation and the treatment of producers of different sizes. It also addressed fee authority and different requirements for small and large producers. This account describes the introduced version. [2]

In the 2026 General Session, Rex P. Shipp was chief sponsor of H.B. 125, Department of Natural Resources Related Modifications Amendments. The bill, a department-wide natural resources package, adjusts aquatic invasive species rules for boats, including mussel definitions, boat-livery records and education courses, along with changes affecting water rights records, the Utah Geological Survey, and the repeal of the Alternative Energy Development Tax Credit Act. The governor signed it on March 25, 2026. [3]

In the 2026 General Session, Rex P. Shipp was chief sponsor of H.B. 157, Department of Natural Resources Amendments. It changes Department of Natural Resources employee work-period language, lets Division of Water Rights records be kept in paper or electronic form and corrects code citations. It did not become law, and it was filed on March 6, 2026. [4]

Resource budgets and regional relationships

The current roster lists Shipp on Natural Resources appropriations, the Native American Legislative Liaison Committee and interim committees for natural resources, public utilities and retirement and independent entities. Those responsibilities add agency spending and intergovernmental relationships to his resource and energy work. They also broaden the profile beyond one food-regulation proposal to the continuing legislative bodies on which he reviews public programs. [1]
