Farming and irrigation management
Mike L. Kohler grew up in Midway and worked in his family's dairy business before moving into irrigation management and agricultural public-policy work. Utah State University's presenter biography identifies him as manager of Midway Irrigation Company and describes continuing farm work. It also records earlier service as a Wasatch County commissioner and council member, alongside emergency-response and school-sports involvement. [3]
The Wasatch Back in the House
Kohler began House service in January 2021 and represents District 59, covering portions of Summit and Wasatch counties. The current official roster lists his profession as business manager. His standing assignments include Natural Resources, Agriculture, and Environment and Political Subdivisions, connecting his agriculture and county-government background with land, water and local-government responsibilities in the Legislature. [1]
Groundwater in land-use decisions
Kohler sponsored 2026 HB533, Groundwater Amendments. The introduced proposal would require land-use authorities to consider groundwater issues when approving applications or issuing permits, address factors involved in groundwater preservation and require information from the Utah Geological Survey. The measure shows a specific intersection of water management and development policy. Its proposed process brings groundwater information into development decisions and asks the geological survey to support that review. [2]
In the 2026 General Session, Mike L. Kohler was chief sponsor of H.B. 133, Use of Force Reporting Requirements. It would have required a person to report a use of deadly force to 911 or police to get a pretrial justification hearing, and would have given a defendant who reported within 24 hours an automatic prima facie claim of justification. It never reached a floor vote: a House committee returned it to the Rules Committee, and it was filed on March 6, 2026. [4]
In the 2026 General Session, Mike L. Kohler was chief sponsor of H.B. 283, Raw Milk Amendments. It would have set up a registration and regulatory system for raw milk sales, with operating rules, labeling, testing, inspections and penalties. It never reached a floor vote: a committee sent it back to the Rules Committee, and it was filed on March 6, 2026. [5]
Water planning and resource budgets
His current record lists Natural Resources appropriations, the Legislative Water Development Commission and interim committees for natural resources and political subdivisions. These assignments add resource-agency spending and statewide water planning to his policy work. They provide institutional settings for following the irrigation, growth and local-government issues that recur across his professional career and his service representing the Wasatch Back. [1]
