Commissioner, Governor's Office of Economic Opportunity
Background
Jefferson Moss leads Utah's Governor's Office of Economic Opportunity following a May 2025 appointment. His cabinet biography describes earlier innovation and economic-development work at the Utah System of Higher Education and management of the Utah Innovation Fund. He also worked at Utah Valley University, the UVU Foundation, KeyBank and Credit Suisse. Earlier public service included the Utah House, State Board of Education and Saratoga Springs City Council.
A Sept. 15 legislative audit of fiscal 2023–25 found missing budgets, incomplete final reports and untracked outcomes. It reported no new misspending. The office accepted every recommendation, with Aug. 31, 2027 target dates.
Utah was early to write AI rules, and now the fight has moved to large data centers in rural counties, where opposition has already cost officials their seats.
