Education and professional background

Daniel McCay earned bachelor's and master's degrees at Utah State University and a law degree at Willamette University. The Legislature's member record specifies secondary education and instructional design as the subjects of his Utah State degrees and identifies his professional work as law and real-estate portfolio management. That combination places education, legal training and property work in his background before considering his legislative proposals. [1] [2]

From the House to District 18

McCay's member record distinguishes his January 2012 appointment to the Utah House from his election to the Senate for service beginning in 2019. He now represents Senate District 18 across parts of Salt Lake and Utah counties. His Senate biography also records the 2018 Senate election. These dates describe a transition between chambers rather than one uninterrupted period in the Senate. [1] [2]

Tax and infrastructure assignments

McCay's current assignments include Revenue and Taxation, Business and Labor, Senate Rules, and the Revitalization Zone Committee. His budget assignments cover natural resources and transportation and infrastructure. The biography also identifies leadership of the Revenue and Taxation Interim Committee. The portfolio brings tax design, business rules and capital investment into his work, but committee service alone does not establish a position on a particular rate or project. [1] [2]

In the 2026 General Session, Daniel McCay was chief sponsor of S.B. 16, Tax Credit Review Process Amendments. It exempts the credit for income taxes paid to another state from periodic review by the Revenue and Taxation Interim Committee, repeals an expired review requirement, and aligns the review timing for the agricultural motor-fuel credit with other credits. The governor signed it on March 23, 2026. [4]

In the 2026 General Session, Daniel McCay was chief sponsor of S.B. 47, Reauthorization of Administrative Rules. It reauthorizes all state administrative rules except those it names. The governor signed it on March 17, 2026. [5]

A language-education proposal

USHE's February 9, 2026 update described McCay's S.B. 77 as addressing instructor qualifications and college credit in the Utah Language Bridge Program. The update reported a committee recommendation and pending Senate reading at that time. This is a dated example of education legislation alongside his tax work; it is not a claim about the measure's final enactment or current classroom implementation. [3]
