Telecommunications and management
Christopher Carn owns NetSpark IP & Telecom and serves as human resources director for the NetSpark group of companies. His official biography describes responsibilities involving personnel strategy, organizational development and compliance. Earlier, he spent twelve years at Hewlett-Packard and eight years at AT&T in sales, marketing and leadership roles. He attended BYU–Idaho and the University of Utah. [1]
Community and elected service
Carn participated in one of Saratoga Springs’ early Citizens Assisting Police Services academies and volunteered with that program for several years. He also served six years on the local homeowners association board and three years on the Planning Commission. First elected to the City Council in 2019, he later became mayor, with the city listing his term as January 2026 through January 2030. [1]
Growth and administration priorities
Carn’s mayoral biography identifies sustainable growth, infrastructure that keeps pace with development, professional city operations and transparency as priorities. A resident for more than twenty years, he connects those goals with preserving quality of life. His planning, neighborhood-association and corporate management experience form the documented background to the approach outlined in his official introduction. [1]
Policy work and governing authority
Saratoga Springs’ governing process places formal decisions in council votes on motions, ordinances and resolutions. The mayor may change agenda order, while separate work sessions allow study of development proposals, services and special projects before formal action. That structure provides the setting for Carn’s infrastructure and growth agenda: staff analysis and deliberation lead into collective policy decisions, with public input provided through the city’s regular meeting process.
