Appraisal and statistical training

Chris Stavros grew up in Sandy, attended Brighton High School and graduated from Westminster College. He began his appraisal career in 1993 as a hearing officer in Salt Lake County’s tax administration. He later became a residential appraiser, statistical coordinator and residential appraisal manager. His work included developing models used to estimate the value of many properties within a common assessment system. [1]

Management and assessment leadership

Stavros became director of the assessor’s statistical department in 2010, later oversaw residential appraisal and was appointed chief deputy assessor in 2017. He now serves as county assessor. His biography describes reorganizing appraisers into economic areas and work to simplify appeals. His credentials include certified residential-appraiser status and Utah Tax Commission designations permitting appraisal of different property types for tax purposes. [1]

Valuation and taxpayer questions

The assessor’s office determines property values used in taxation. Its published explanation distinguishes that work from setting tax rates, which depends on taxing entities’ budgets and the applicable tax base. The office describes using sales evidence and property characteristics to assess market value. It also invites owners to discuss factual errors or valuation questions with staff. [2]

Review and public information

Stavros’s office provides property-valuation searches, parcel maps and explanations of the assessment process. Its published guidance describes informal review of property information and directs formal appeal questions to the county’s Board of Equalization process. These functions connect his earlier hearing and modeling experience to the current work of explaining assessments and ensuring that property data can be reviewed. [2]
