Legal studies and move to Utah

Carlos A. Moreno graduated from Rafael Urdaneta University’s law school in Venezuela in 2009 and completed specialized study in labor law at the University of Zulia. He came to the United States as an international student later that year. At Salt Lake Community College, he earned associate degrees in political science and government and in homeland security and emergency management. [1]

Student leadership and county service

Moreno represents District 2 on the Salt Lake County Council. His official biography describes two terms as Salt Lake Community College student body president and service as vice president of the Utah Student Association. It identifies him as the college’s first Latino and immigrant student president and describes a change to eligibility rules associated with his service. He also became a small-business owner in West Jordan. [1]

Background in community outreach

The Utah Republican Party’s candidate profile describes Moreno’s work in community outreach for an energy-management consulting company and his family’s small business. The profile also states that he became a U.S. citizen in October 2022. These are biographical statements from his party’s campaign presentation, supplementing the legal training and student-government experience in his official county biography. [2]

Stated county priorities

Moreno’s party profile emphasizes representation for western Salt Lake County communities. It lists restrained taxes and spending, more efficient county operations, support for law enforcement and civic education among his priorities. It also identifies opportunities for young people as a focus. Those statements describe his political aims; the profile predates his current service and is used here for his stated agenda. [2]
