A career in rural electric utilities

Carl R. Albrecht earned a business degree at Southern Utah State College and spent about four decades with Garkane Energy Cooperative, according to his House biography. The member record describes him as a retired utility executive and consultant. The biography and affiliations field differ in their wording of his executive title, so the shared, documented point is his lengthy career in utility leadership. [2]

Richfield service and House District 70

Albrecht began legislative service in 2017 and represents House District 70, spanning Sevier, Piute and Beaver counties and part of Iron County. His House biography records service on the Richfield City Council, Sevier school board and local planning and zoning commission. It also describes participation in civic and community organizations, giving his state role a background in city government and education governance. [2]

Energy generation and transmission planning

The official fiscal note for Albrecht's 2026 HB238 identifies the measure as Utah Energy Generation and Transmission Planning. Analysts estimated additional Public Service Commission costs for regional-organization involvement and independent market analysis, funded through the Public Utility Restricted Account. The note is evidence of a proposal and its projected fiscal effects; it is not a report of actual expenditures or proof of lower electricity rates. [1]

In the 2026 General Session, Carl R. Albrecht was chief sponsor of H.B. 64, School and Institutional Trust Lands Amendments. It would have let a county nominate a culturally or scientifically significant site on school and institutional trust lands for preservation, with the trust lands director approving or rejecting nominations and keeping a list of approved sites. The House passed it and a Senate committee amended it, but the Senate did not pass it, and it was filed on March 6, 2026. [3]

In the 2026 General Session, Carl R. Albrecht was chief sponsor of H.B. 66, Soil Health Program Amendments. It extends the repeal date of the Utah Soil Health Program. The governor signed it on February 27, 2026. [4]

Natural resources and public spending

His current assignments include House Public Utilities and Energy and Natural Resources, Agriculture, and Environment. He also serves on Natural Resources appropriations, the Federalism Commission and Legislative Water Development Commission. Those responsibilities connect his utility background with energy regulation, land and agricultural issues, water planning and the funding of resource agencies across a predominantly rural district and the state as a whole.
