An education career before politics

Ann Millner earned a science and mathematics education degree at the University of Tennessee, completed graduate medical-technology training at Vanderbilt, and earned a master's degree at Texas State and an education-administration doctorate at Brigham Young University. Weber State's institutional history traces her higher-education career from Vanderbilt to Weber, where she joined in 1982 to lead outreach education and continuing-education work. ^[1]

Leading Weber State

Millner became Weber State's president in 2002 and served until 2012. The university's history identifies her as its first woman president and credits that period with opening the Davis campus, developing the Dream Weber scholarship program and expanding university planning. She previously served as vice president for community partnerships. Those institutional roles preceded her election to the Utah Senate in 2014. ^[1]

Workforce and statewide education

Her current Senate biography emphasizes workforce preparation, public and higher education, aerospace and defense industries, healthcare access, energy and critical minerals. It identifies her as chair of Higher Education Appropriations and the Economic Development and Workforce Services Committee. These responsibilities connect education funding with the skills employers seek, but they are distinct from her former authority as a university president. ^[3]

In the 2026 General Session, Ann Millner was chief sponsor of S.B. 216, Higher Education Performance and Enrollment Funding. It builds a formula for enrollment-based funding for universities and technical colleges, sets new performance metrics and goals for performance-based funding, and adds sunset dates. The governor signed it on March 19, 2026. ^[4]

In the 2026 General Session, Ann Millner was chief sponsor of S.B. 220, Veteran Scholarship Amendments. It removes a graduate-program waiver provision for Purple Heart recipients and raises the limit on the veteran tuition waiver. The governor signed it on March 19, 2026. ^[5]

Current district and national work

Millner represents Senate District 5 across parts of Davis, Morgan and Weber counties. Her Senate biography records national education-policy work with the Education Commission of the States, the Western Interstate Commission for Higher Education and other organizations, including selection as WICHE chair for 2026. The Legislature's roster also lists Public Education Appropriations and transportation, utilities, energy and technology assignments.
