Saving the Great Salt Lake

Lake levels, water deals, dust and the push to keep the lake alive.

Background

The Great Salt Lake's long decline, explained

After a record-dry winter, the lake sits about a foot above its 2022 record low, and the state is relying on conservation, water leasing and a causeway berm to hold the line.

The story so far

Sources checked October 18, 2026. Dates below describe events or source documents; checking a source does not make its data current.

The lake's restoration effort has moved from a broad strategy toward basin-wide scenario planning. Plans, money committed and water actually reaching the lake measure different stages of progress. [1] [2]

Background and milestones

Utah's commissioner describes the January 2024 strategic plan as an adaptable roadmap balancing ecological, economic and community interests. It calls for coordination, conservation, better accounting and delivery of saved water to the lake. A conservation estimate alone does not establish that the same volume arrived at the shoreline. [1]

The Basin Integrated Plan brings supply and demand tools together. Water Resources says the engagement report completed in September 2026 will shape Phase 2 scenario planning; the broader second stage is scheduled to conclude in late 2027. That planning schedule is not a verified date for restoring a particular lake level. [2]

Milestones

  1. January 15, 2024 — Initial strategic plan released (published)
The commissioner's page dates the initial restoration strategy to Jan. 15, 2024. [1]

  2. September 2026 — Engagement report completed (published)
Phase 1 findings are intended to shape the next scenario-planning phase; no day was supplied by the source. [2]

  3. November 4, 2026 — Advisory council meeting listed (scheduled)
The council lists a Nov. 4 meeting with agenda still TBD when checked; no meeting time or vote outcome is verified. [3]

  4. 2027 — Integrated-plan second stage target (planned)
The agency describes completion in late 2027; this is a planning target, not a completed action. [2]

Planned and scheduled dates reflect the source as checked. They do not confirm that an event happened.

What to watch

Read the next posted council agenda and the Phase 2 scenarios for quantified water delivery, trade-offs and accountability. Recheck the meeting listing before attending; its agenda was not yet posted in this review. [3] [2]

Unanswered questions and limits
  • Which savings are estimates, measured reductions or verified deliveries to the lake?
  • Who holds and protects a conserved water right between the diversion and the lake?
  • Which scenarios quantify consequences for agriculture, cities, industry and habitat?
  • No current lake elevation, dust measurement or delivered-water total is certified by this module.
  • The strategic-plan page's publication metadata differs from its stated Jan. 15 release; the milestone follows its explicit release statement.
