Pleasant View

500 West water project

At its June 9 meeting, the Pleasant View City Council voted 5-0 to award the 500 West Reservoir Abandonment and New Line Project to Ormond Construction for $523,039.15. Councilmember David Marriott moved the award and Councilmember Sara Urry seconded. [1][2]

The minutes say the project replaces a 1970s-era tank with a pressure-reducing station. [1]

At the Aug. 11 meeting, staff reported that the 500 West project was underway and waiting on anchors needed for piping beneath the casing, with a pressure-reducing vault to be installed in the travel lane next. [3]

Skyline Drive rail crossing

The council also voted 5-0 on June 9 to amend the Skyline Drive rail crossing agreement for additional property acquisition funding. [1][2]

According to the minutes, the city requested an additional $2 million from WACOG for property acquisition involving two parcels on Highway 89, needed for an S-curve between the highway and the railroad because of vehicle stacking. Appraisals had been completed, and the additional funding would increase the city's match. The minutes do not state a final award or match amount. [1]

The June 9 packet includes the amendment itself. It says the county originally awarded the city up to $2,052,000 with a $250,000 city match, and that the Weber Area Council of Governments approved an additional allocation of up to $2,000,000 on May 4, 2026, subject to a further $200,000 match, which the county commissioners later approved. The amendment would set the maximum award at $4,052,000 and the city's total match at $450,000. If the amount actually allocated is lower, the city's match is limited to 10% of what is ultimately allocated. [4]

The packet copy has blank date and signature lines for the county chair, the clerk and the city, so it is the form presented, not an executed amendment. The recitals describe the WACOG and commission actions but are not independent proof of those votes or of money received. The county's June 23 agenda lists the amendment as an item and does not say how it came out. [4][5]

An award is not the final cost of a project, and a funding request is not money received. The Ledger has seen the amendment form presented to the council, which has blank signature and date lines, but not the executed contract, a signed amendment or payment records.
